Well, the Pokemon Go update that will contain them has been confirmed to be in development and coming to the game this year.
Legendary Pokemon have yet to be added to the game, with the likes of Mewtwo, Mew, Zapdos, Articuno, and Moltres, still unavailable to catch in the wild.
In fact, the last time we saw one being advertised it was Mewtwo in the original announcement trailer.
While there was no definitive release date set by Niantic, CEO John Hanke confirmed to Wired in a recent interview that they are planning a launch in 2017.

as informed in Hanke will be giving a talk at SXSW TOMORROW which is titled, “Augmented Reality and Urban Revitalization”.
The next major event for Pokemon GO news has been confirmed, with John Hanke set to take to the stage for another keynote speech off the back of his recent appearance at MWC last week.
While it’s impossible to say whether we’ll learn anything about what Niantic are planning in the months ahead for Pokemon GO, it’s a certain possibility given the recent comments and interviews as similar events such as MWC last week.
“John and Sam will look at ways that technology can pull people out of their homes and encourage them to “rediscover” public spaces, generating foot traffic, economic activity and cultural awareness in redeveloping neighbourhoods.”
